"Federated" Domain

I recently purchased Office 365. While attempting to install, it I encountered a problem related to Power BI. The first step in the Office 365 installation process asks users to create an Outlook account using their email addresses. I received an error message after I entered by business email address. Office 365 indicated I cannot use my particular domain because someone already created an Office 365 account with it. I am the only person with access to that particular domain and I never created an Office 365 account. After some investigation I determined that my Power BI account with that domain prohibits the creation of an Office 365 account with the same domain. My web hosting service calls this process "federating" a domain.

Microsoft has been entirely unresponsive. Does anyone have a suggestion of how to resolve this issue?

From memory go to office, then Excel and go from there. I have found them to be excellent
