Convert this "hell" table with Power Query

Hello, I would apprecciate your help to convert this table using Power Query.

See image and attached excel example below

One issue I see is that it is actually 2 tables, not 1. And I assume it can be 3 or more. Anyway I made a single table and came up with this process. You would need to validate if it works with 3 + tables

As you can see, it is only one "hell" table, but it has lot of headers and intermediate empty rows and columns

I will check your solution and will tell you something ASAP
