One issue I see is that these groups are not mutually exclusive. eg person 6 qualifies for groups 6, 5, 3. How should this be handled?

184 moves a calendar year to a fin year. It doesn't solve the first day of week issue. You should get the first day of week working correctly first with a calendar year, and then +184 to shift into the next year. so, there is an optional parameter for the week of year as shown below. well if you are happy to take the week number that is calculated, you can just add 184 to the date before doing the week number. Just add the regular week number first, then go back and edit the code and place +184 after the date

So you are saying you want to concatenate the descriptions from multiple duplicates into 1? I hunk this is doable. Please post some sample data in a spreadsheet and I will take a look.
