Using Filter Inside Calculate

I'm new to DAX and am working through the book. I have a question about the "Calculating Lifetime Customer Purchases" example (sorry, I can't see the page numbers on the Kindle version). What is the purpose of wrapping CALCULATE around the COUNTROWS/FILTER function? As far as I can tell, it works just fine without CALCULATE.

What formula would you write to count the number of customers that have sales > 5000 over all time?
